The main thing is that you need the device to recognize the .mobileconfig file. Assuming it works on other devices, that means something on this device is probably corrupted/taken the .mobileconfig registration such that it doesn't launch the built-in profile installer as expected. Therefore, this is most likely a device issue and nothing you can do about it on the server side (Traveler side).

In the Knowledge Center, you will also find instructions on how to setup the account manually. It doesn't matter how the account gets there (profile or manual) as the account is the same in the end.

The only other thing that might be in play here would be an MDM if you are using one as MDMs can control the profiles too.

This is the 8 forum (not the 9 forum) and iOS 10 isn't support until well into the 9.X releases. That isn't this related to this .mobileconfig issue as that is a problem on the device, but make sure you are up to date on Traveler or you will most likely hit other issues.
